The Government Performance and Results Act (GPRA) requires that each federal department develop a strategic plan describing how its programs and activities carry out its mission. The draft HHS Strategic Plan 2007-2012 (Strategic Plan) presents goals and objectives describing efforts of the U.S. Department of Health and Human Services to improve health care, promote and protect the public’s health, enhance human services, and advance the research and development enterprise.
In constructing the draft Strategic Plan, HHS incorporated priorities and concepts from Secretary Leavitt’s 500-Day Plan, the Secretary’s Ten Health Care Priority Activities, the Departmental Objectives, and the Healthy People 2010 Objectives. Each of the Department’s program agencies and staff divisions contributed to the development of this Strategic Plan, from the goals and the broad strategic objectives to the baselines and targets for performance indicators.
