In the effort to keep telephone costs affordable for persons with disabilities, the American Association of People with Disabilities (AAPD) joined the "KeepUSFFair" coalition. The KeepUSFFair coalition works to ensure that Universal Service Fund (USF) fees do not become regressive and expensive, especially for low income persons with disabilities.
The Universal Services Fund is used to ensure that there is telephone service everywhere, providing a vital link to emergency services, government services, and surrounding communities.The Fund is supported by wireline and wireless phone companies, paging service companies, and some Voice over Internet Protocol (VoIP) providers. Their contributions support the four Universal Service programs: Lifeline/Link-Up, High-Cost, Schools and Libraries, and Rural Health Care.
The "universal service" line item may or may not be listed on your phone bill. For more information see FCC Fact Sheet on the Fund or visit the fund administrator's website.
