A Major Step Forward And A Partial Victory On Securing Full Funding For HAVA!

October 21, 2003 during the floor debate on the Iraq supplemental appropriation, Senator Dodd rose to offer his amendment requiring full funding of HAVA. To avoid a floor debate, Senator McConnell and Senator Bond publicly committed to fight for full funding of HAVA as part of the omnibus FY ’04 appropriation.

Before Thanksgiving, the omnibus bill should pass.
