I write on behalf of the American Association of People with Disabilities (AAPD) to express support of the Medigap Access Improvement of 2007 (H.R. 1282) and to thank you for your leadership on this important issue. AAPD is the largest national nonprofit cross-disability member organization in the United States, dedicated to ensuring political empowerment and economic self-sufficiency for the more than 51 million Americans with disabilities. AAPD works in coalition with other disability organizations for the full implementation and enforcement of disability nondiscrimination laws, particularly the Americans with Disabilities Act (ADA) of 1990 and the Rehabilitation Act of 1973, and other statutes.
AAPD is glad to offer our support for this important legislation that would give all Medicare beneficiaries, regardless of age, the same opportunity to purchase Medigap insurance policies. Given that there is already a national standard for Medigap access for those who qualify for Medicare on the basis of age, and given that only 24 states currently mandate that Medigap be offered to those who qualify for Medicare due to disability, the Medigap Access Improvement Act would help level the playing field.
Expanding existing Medigap enrollment protections to include people with disabilities under the age of 65 will help these beneficiaries gain assistance with the high costs of life-saving treatments without creating a significant financial or administrative burden on Medicare.
